What is Value-based Modifier?
The Value-based Modifier (VM) is a Centers for Medicare & Medicaid Services (CMS) program that adjusts Medicare Part B payment based on the quality and cost of care furnished to beneficiaries by physicians and other clinicians. The VM program was mandated by the Affordable Care Act and took effect in 2015.
